The document notably avoids mentioning Gaza’s humanitarian crisis or LGBTQIA+ rights, a departure from previous editions. It also reframes Russia’s invasion of Ukraine as the ’Russia-Ukraine war,’ signaling a shift in diplomatic tone.

Critics argue the report reflects political motivations, as Trump-appointed officials heavily edited drafts to align with ’America First’ values. The section on Israel, for instance, is significantly shorter than last year’s, omitting Gaza’s death toll. Meanwhile, El Salvador’s cooperation with US deportation policies earns praise, despite human rights concerns. The report also accuses European nations of suppressing right-wing voices, further straining transatlantic relations.

In Brazil, the report claims a decline in human rights, criticizing courts for restricting free speech, particularly against supporters of former President Bolsonaro. The document’s release follows a State Department overhaul, including mass dismissals in its human rights office. Secretary of State Marco Rubio has labeled the department a platform for ’leftist activists,’ vowing to refocus on ’Western values.’ The report’s selective criticisms underscore Trump’s transactional approach to foreign policy, prioritizing alliances over consistent human rights advocacy.
